In the fight against Bolshevism every man and woman is obliged to cooperate. Anyone who excludes himself is considered a follower of Bolshevism and will be annihilated. These bandits are criminal Bolsheviks whom the enemy is trying to mobilize behind the German front. Residents who become aware of...bandits or hidden weapons...must immediately inform the German Wehrmacht...Failure to report is punishable by death. If bandits are noticed on the streets...the mayor is to set up warning posts to warn the German soldiers...A certain number of residents will be shot in a bandit attack caused by negligence.
