Автор — Аркадий Петрович Столыпин (1903-1990) журналист, писатель, общественный деятель, сын знаменитого русского реформатора, министра Внутренних дел, затем премьер-министра Петра Аркадьевича Столыпина. В 1920 году эмигрировал из России и поселился в Париже. Книга посвящена памяти Петра Аркадьевича Столыпина и состоит из фрагментов его речей, произнесенных преимущественно в законодательных палатах, и снабженных комментариями А.П. Столыпина. Она наглядно иллюстрирует незаурядную реформаторскую деятельность Петра Аркадьевича, ее вехи и конкретные плоды: принятие необходимых законов, обеспечение землей крестьян-переселенцев, восстановление промышленности после войны, строительство Амурской железной дороги, воссоздание военного флота и так далее. Детально описан последний день жизни П.А. Столыпина и момент его убийства.
