Victor Timofeev was born in 1954 in Kazan into a family of engineers. In 1971 he got a job in the decorative workshop of the Bolshoi Drama Theater named after I. IN AND. Kachalova as a painter, then he began to paint. Meeting and working with theater artists on stage sets for performances strengthened him in his desire to take up drawing and painting. In 1986 he graduated from the theatrical and decorative department of the Kazan Theater School as a decorator-props. Since 1982 he has become a participant in exhibitions of professional artists.

Since 1997 V. Timofeev has become a member of the Union of Artists of Tatarstan, participated in the Festival-2013 (exhibition held in Moscow, Riga, Syktyvkar). In 2014 and 2015, his personal exhibitions took place at the Art-Naiv Gallery (Moscow). In 2015, his personal exhibition "Presentation" was held at the Moscow Museum of Naive Art. Ten of the artist's works were included in the catalog "Naive Art: Volume 1", published in London in 2015.

In the work of V. Timofeev, elements of expressionism and primitivism, folk popular print and decorative art, icon painting were harmoniously combined. Such heterogeneous stylistic trends provide an opportunity for visual "travel" into the world of literature, theater, history, folklore and religion. The inscriptions and dates of execution of paintings and drawings play a role, as a kind of reflection of everyday life.

The artist's works are in museums of naive art in Moscow and other Russian cities, as well as in private collections.
