Rare pair of signatures on a war-date D.S., 1p. oblong 8vo., Nov. 21, 1940, ordering the organization of Karakul sheep farms in the southern district of the USSR, headquartered in Odessa. The document is signed by NIKOLAI BULGANIN (1895-1975), Soviet politician who served as Minister of Defense and Premier of the Soviet Union under Nikita Khrushchev, following service in the Red Army and as defense minister under Joseph Stalin, signed at the conclusion in blue indelible pencil. Also signed by LAZAR KAGANOVICH (1893 - 1991), Soviet politician who served the government from Lenin to Khruschev, and was the only Jew to serve on Stalin's cabinet and in the Council of Ministers, at the left in plain pencil, adding the date '21/XI' . File holes at left margin with some loss thereat, else fine.
