[Count Louis Philippe de Segur (FR. Louis Philippe, comte de Ségur; 1753-1830) - French historian and diplomat, was the French Ambassador to the court of the Russian Empress Catherine II (1784-1789). Father of Philippe Paul de Segur, who left famous notes about his stay in Russia in 1812.

Eldest son of Marshal Louis de Segur. He studied at the artillery school in Strasbourg, and in 1769 was promoted to Lieutenant in the cavalry. In 1771, he was promoted to captain, in 1776 — Lieutenant Colonel of the Orleans regiment.

He appeared in court in defense of the American colonists, in 1777 he asked the king for permission to volunteer to go to America, but was refused. Having received the rank of Colonel of the Soissons regiment, in 1781 he sailed to America on the frigate "Glory". After the end of the war and the withdrawal of French troops in 1782, he received leave and permission to stay in America. He visited Mexico, Peru, and Santo Domingo, and a few years later published a travel magazine that attracted much attention.

In 1784-1789, he was Ambassador to Russia, accompanied Catherine II on a trip to Russia in 1787, about which he left notes that are a valuable historical source. Then he was initially sent as an envoy to the papal court, but after the Pope refused to accept his credentials, he was sent to Prussia, and from January 11, 1792 served as Ambassador in Berlin, but there he was poorly received, and after participating in a duel, Segur had to resign. The failure of his mission was due, perhaps, to the unflattering comments of French emigrants about the Jacobin entourage of the Ambassador, which king Frederick William II did not like very much.

The great French revolution deprived him of almost all his fortune, and in the following years he earned his living almost exclusively by literary work. In 1801, Napoleon remembered him, in 1803 he was elected to the French Academy, and later became a state Councilor, chief of ceremonies.

In 1810, Segur became a count of the Empire, and in April 1814, he received the rank of Senator. In 1814, Segur voted for the abdication of Napoleon, and after the Bourbon restoration, he was raised to the peerage of France in June 1814. According to his political beliefs, he joined liberal circles. During the Hundred days, he supported Napoleon, for which he lost all favor after the second restoration of the Bourbons, but in 1819 he was again in favor at court.

From 1822 to 1825, he was Grand commander of the Supreme Council of France.

In 1830, Segur supported another revolution, but soon died in Paris on August 27, 1830.]
