Tenn. Governor Frank G. Clement Signed Autographed Tennessee Governor's Card | An official State of Tenn. Governor's Card Hand signed in ink "Frank G. Clement" | Frank Goad Clement (June 2, 1920 – November 4, 1969) was an American lawyer and politician who served as Governor of Tennessee from 1953 to 1959 and from 1963 to 1967. Governor Clement is known for numerous civil rights related initiatives including the repeal of the Tenn. poll tax in 1953. In 1954, the U.S. Supreme Court declared state segregation laws unconstitutional in its landmark decision in Brown v. Board of Education. Clement ordered state schools to comply with the law. In 1955, Clement vetoed a bill that would have maintained segregation in certain Tenn. schools. He also rejected a request by the Parents School Preference Committee to use the National Guard to prevent integration (as Arkansas Governor Orval Faubus had done). In September 1956, he stationed National Guard troops in Clinton, Tennessee, to protect the first black students to attend Clinton High School from anti-integration protesters.
