רקע כללי: כופר היישוב: היה מגבית לצורכי ביטחון היישוב שפעלה עד ימי קום המדינה. הקרן פעלה על ידי הטלת מסים ביישוב היהודי בארץ ישראל, ואיסוף תרומות. המס העקיף הוטל על נסיעות בתחבורה ציבורית, סיגריות, בנקים וחברות ביטוח וכדומה. אישורים לתשלום המס העקיף היו בולי כופר היישוב.
