Sent on behalf of the Zionist Federation of Vienna to some of the leaders of the Zionist Movement. Vienna, December 1903.
"… due to the situation in Russia, it is impossible to raise there "Shekalim" [money] and we ask you to start raising "Shekalim" in your country. We have almost no funds … we must continue our Zionist activity so it will not stop".
