הספר יצא לאור לאחר פטירתו על ידי תלמידיו הרב אברהם אביכזיר והרב שמואל רפאל בוחבוט. בספר חיזק, בין השאר, את מנהגיהם של יהודי מרוקו, כנגד הערעור שיצא עליהם. לעומת זאת, כאשר היו מנהגים שחשב שמביאים לביטול הלכות, ביטלם. בראש הספר מכתב ברכה מהראשון לציון הרב רפאל מאיר פאניז'יל וממחותנו אב בית הדין הספרדי בירושלים הרב יעקב שאול אלישר (לימים הראשון לציון), ובו שבחים על המחבר, וכן הספד עליו מהרב נחמן בטיטו (לימים יורשו בתפקיד רב העדה המערבית והראשון לציון).
רבי רפאל אלעזר הלוי בן טובו (תקפ"ה –תרמ"ו), היה מרבני עדת המערבים בירושלים במאה ה-19, שימש כדיין בבית הדין של העדה, וכרבה הראשי.
